ADDENDUM TO RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2011-02892 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ _ APPLICANT REQUESTS THAT: He be awarded the Air Force Commendation Medal (AFCM). ________________________________________________________________ _ RESUME OF CASE: On 16 Nov 11, the Board considered and denied the applicant’s request to award him the AFCM. A complete copy of the Record of Proceedings is attached at Exhibit E (with Exhibits A through C). By letters, dated 23 Sep 12 and 25 Sep 12, the applicant requests reconsideration of his request, contending that the newly discovered evidence that he provides in the form of a Certificate of Appreciation, a media disc, a thumb drive, shows an intent by others that he should have been awarded the AFCM. In support of the appeal, the applicant submits copies of personal statements, a copy of a video and thumb drive containing information pertaining to his request, excerpts from his master personnel records, letters of support, excerpts from another officer’s master personnel records, an excerpt from the United States Court of Claims, a copy of an education syllabus and related documents, copies of photographs, copies of newspaper clippings and a letter from the Command Surgeon, an excerpt from the internet on the United States Constabulary, a copy of events from his Keesler assignment, a copy of Merchant Marine service, and a copy of a booklet on Turkey. The applicant’s complete submission, with attachments, is at Exhibit F. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. In earlier findings, the Board determined that there was insufficient evidence to warrant any corrective action. After thoroughly reviewing the additional documentation submitted in support of his appeal and the evidence of record, we do not find it sufficient to change the Board’s earlier determination in this case. Therefore, in view of the above, and in the absence of evidence to the contrary, we find no basis upon which to recommend favorable consideration of the applicant’s request. ________________________________________________________________ _ THE BOARD DETERMINES THAT: The applicant be notified that the evidence presented did not demonstrate the existence of material error or injustice; that the application was denied without a personal appearance; and that the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application. ________________________________________________________________ _ The following members of the Board considered the applicant’s request for reconsideration of AFBCMR Docket Number BC-2011- 02892 in Executive Session on 23 Jul 13, under the provisions of AFI 36-2603: The following additional documentary evidence was considered: Exhibit E.
